Special Assessment Deferral
The City Council will consider deferring special assessments for seniors, disabled or military persons. Also the City Council will consider deferring special assessments on unimproved land.
Seniors, Disabled or Military Persons
Eligibility:
- The applicant must be 65 years of age or older, retired by virtue of permanent and total disability, or member of the Minnesota National Guard or other military reserves ordered into active military service.
- The application must be the owner of the property.
- The applicant must occupy the property as his principal place of residence.
- The average annual payment for assessment levied against the subject property exceeds 1% of the adjusted gross income of the applicant. (The average annual payment of an assessment shall be the total cost of the assessment divided by the number of years over which it is spread)
Filing for Deferral Status:
An eligible applicant must file an application on or before November 15 of the year preceding the year for which deferral status is required.
Unimproved Land
Eligibility:
- The assessed property would need to be zoned residential and classified as homestead. Under the "unimproved land" deferral the property would need to be split creating two parcels with one of the parcels being unimproved.
- The public improvement would need to be classified as new construction--under the current city assessment policy.
- The "unimproved land" deferral would be the total amount of the levied assessment on the unimproved parcel for maximum deferral length of five (5) years.
- The total assessment of the improved and unimproved parcel must exceed $10,000 in order to qualify for a deferral on the unimproved parcel.
Filing for Deferral Status:
An eligible applicant must file an application on or before November 15 of the year preceding the year for which deferral status is required.
