City of St. Paul Park 

The City accepts cash, check, or money order payments.  Credit or debit cards may be used online.  Residents and businesses have the following options to pay their City utility bill:

BY MAIL

Allow plenty of time for mailing.  Payments are posted to the customer's account on the date payment is received at St. Paul Park City Hall.  Please mail payments by check or money order only. 

IN PERSON

Bring (cash, check, or money order) payments to St. Paul Park City Hall during office hours or deposit in the drop box located at St. Paul Park City Hall inside the first set of front doors.  These doors are always unlocked.  Please deposit payments by check or money order only.  Payments are collected once daily at 7:00 AM and are posted to the customer's account effective the previous business day.

ACH

Payments are withdrawn directly from a customer's bank account automatically each month that the bill is issued.  To sign-up for this option, complete and return the ACH Debit Authorization Form available at St. Paul Park City Hall or by clicking on the ACH Debit Authorization Form at the bottom of the page.  Please make sure to include a voided check or letter from your bank that states routing and account information.

HOW WILL I KNOW MY PAYMENT HAS BEEN MADE?

You will see an itemized entry on your bank statement that describes the payment you have made to the City of St. Paul Park.

TO CHANGE BANKS OR DISCONTINUE

To stop participation or change your banking information, just fill out a new form and mark the appropriate change that you are making.

Don't be scammed by emails or text messages informing you that your ACH payment was rejected and instructing you to click on alink to find out why.  Clicking on the link could download a virus to your computer.

ONLINE

You can pay your utility bill by check, savings, credit card, or debit card by going online or downloading a mobile payment app.

 NOTE: Payment convenience fees apply: $1.10 for check or savings payments; 3.0% (+$0.50 for payments under $100.00) for credit and debit card payments.

TO PAY ONLINE

• Click here.  You'll need to register on your first visit; after that, payments are 3 easy steps.
• Pay immediately, schedule a payment or set up Auto-pay for the amount of your bill (Auto-pays must be set up online)
• Print receipts, view past payments, see status of payments, stop Auto-pay and more

MOBILE APP

• Download "PSN Payments" from the Apple App Store or Google Play
• If you registered online first, use those login credentials

We use Payment Service Network (PSN) to process our payments.  PSN has been certified as maintaining the highest level of security as required by the credit card industry.

Customers who may have difficulty paying their City utility bill should contact St. Paul Park Utility Billing at 651-403-5961 to request a payment arrangement (granted in limited situations).
