Utility Rate Information
New Rates effective January 1, 2024
Billing Cycle
Residential and commercial accounts are billed quarterly.
Water (WA)
Rates include a minimum charge of $35.94/quarter for the first 8,000 gallons used, $2.81 per 1,000 over 8,000 gallons, $3.13 per 1,000 over 25,000 gallons.
The City of St. Paul Park offers residents who are 65 years of age or older to receive a reduced water rate of 50%. To qualify, the owner and head of household must be 65 years of age or older and use less than 8,000 gallons per quarter. This discounted rate does not apply to rental property or multiple family dwellings. To receive this discount the applicant must apply each year between October 1 and November 1 to be effective for the following year.
Sanitary Sewer (SW)
Rates are based on the lowest quarter of use from the past four quarters.
Rates include a minimum charge of $57.74 for the first 8,000 gallons and $4.59 per 1,000 gallons over 8,000 gallons.
Most of the budget for sanitary service is for payment of fees to the Metropolitan Council Environmental Services (MCES), which is responsible for sanitary sewer treatment in the seven county metro area. The city has no control over the rates established by the MCES.
Storm Sewer (ST)
This fee was established in 2007 by the Council and is collected quarterly. The rate is as follows:
- Detached Single Family Home: $16.00 per lot unit per quarter
- Manufactured Home Sites: $16.00 per lot unit per quarter
- Multi Family Home Sites: $32.00 per lot unit per quarter
- Parks, Cemeteries, Railroads, and Golf Courses: $4.00 per lot unit per quarter
- Churches, Schools, and Government Buildings: $32.00 per lot unit per quarter
- Commercial and Industrial: $48.00 per lot unit per quarter
Note: (1/3 acre equal one lot unit)
Street Lights (SL)
This fee was established in 2005 by the Council and is collected quarterly. The rate is as follows:
- Single-family Dwelling $6.80/quarter
- Multiple-family Dwelling $6.80/quarter per unit
- Apartment Building $6.80/quarter per unit

Commercial or Industrial $6.80/quarter
This fee was established by the State of Minnesota and is collected for each connection to a municipal water utility. The state uses the funds to monitor and test drinking water quality. This fee of $9.72 usually appears on your utility bill each quarter ($2.43) and is coded as WC.
Previous Balance (PB)
This is an unpaid balance carried over from the previous billing cycle.
