City of St. Paul Park 

St. Paul Park has policies regulating the use of boulevards and easement areas. 

Items such as rocks, posts, trees, etc. should not be placed in these areas.The boulevard is typically 15 feet from the curb in residential neighborhoods.

Boulevard and easement areas are designed for utilities, storm water drainage and storage of snow plowed from the street.   The boulevard (the distance from the curb to the property line) is part of the street right-of-way.    In addition, there is typically a 5-foot easement along the back and side property lines.
