Streets : Street Improvement Projects
Before a sewer, water, or road improvement project begins, a series of steps from conception to completion of plans is followed by the city engineer. Critical steps in this process provide for citizen input and analysis of the project's impact on the physical environment in St. Paul Park. The City Engineer also provides a feasibility report for these improvements. If any of these projects are to be implemented through assessments, the records for the various improvements are maintained by the city.
Generally the public improvement process involves the following steps:
- Developer submits concept plan
- Neighborhood meeting, notice sent to nearby property owners
- Public Improvement Hearing, city sends notice to all parties to be assessed
- City Council orders project
- Assessment Hearing
- City Council awards construction contract
- Construction begins
- Construction completed
