The Administration Department is responsible for the finance operations of the City of St. Paul Park. The finance division oversees all financial activity including accounts payable, accounts receivable, special assessments, budget preparation, capital improvement planning, debt management, payroll, and utility billing.

2024 Proposed 7.61% Levy Increase
On September 18, 2023, the St. Paul Park City Council approved the proposed 2024 budget including a general levy of $2,612,835 and a debt levy of $243,289. This total tax levy of $2,856,124 is a proposed increase of $202,051 from the 2023 levy. The resulting tax rate is estimated to be 35.909%, the lowest it has been since 2011. The 2023 rate is 36.930%.
Washington County reports that the median St. Paul Park home, valued at $267,700 in 2023, will increase in value to $278,700 in 2024. Based on the preliminary tax rate, the estimated 2024 property tax for the median valued home would be $957 per year, an annual increase of approximately $17 from 2023.
The 2024 proposed general fund budget approved by City Council totals $4,220,095. Some items affecting an increase in the 2024 proposed budget include rising personnel costs, contracting with Washington County to run elections, replacement of outdated equipment, fire department policy development services, master plan development for three city parks, and various facility improvements.
City Council will meet on Monday, December 4, 2023, to adopt the final budget and tax levy.
